Bump functionality to MVP level for initial release - import/export user data feature to enable users or admins to migrate a user and their data from one server/instance to another.

Adding Calendar and Contacts to the already given scope (files - #30397)

A way to also export and import a user's calendar and contacts data - as the user themself via webUI as well as being an admin via occ
