Profile parameters have unusable visibility options

Description
E.g. the talk action does only work for logged in users, due to technical limitations (ref https://github.com/nextcloud/spreed/blob/addb5310532ddf53c33d72e12c1931542d1984a0/lib/Profile/TalkAction.php#L99-L101 ).
But the profile visibility setting still has a "Show to everyone" option.
Maybe the actions need a new property where valid visbility options can be communicated.
