Description
Is your feature request related to a problem? Please describe.
We always allow uploading and editing when we share a file or folder by link or mail. Therefore it's annoying to change the permissions for every shared link to it, because default setting is "read only".
Describe the solution you'd like
I would like to be able to set the default permission for sharing by link and mail to "Allow uploading and editing" for the whole Nextcloud installation.

Research direction
Start by tracing how default permissions are chosen for sharing by link and by mail, including where installation-wide settings are defined and exposed. Done means administrators can configure the default as “Allow uploading and editing” for both sharing methods, with the configured value applied to new shares.
