Description
In the recommended install we know when an app fails to install. If this is the case we should post to a special endpoint so that once things continue a notification is waiting for the admin that not everything could be installed and that manual steps might be required.
As a first step we could just link to the new bundle page.

Research direction
Start at the recommended app-install flow and trace its failed-install path; the issue names no files or tests. Done means failed installs post to the special endpoint, an admin notification is waiting when work continues, and the notification links to the new bundle page.
