Description
Right now there is a changeUser event on \OC\User which fires after the user was changed. It would be great to also have a preChangeUser event which allows to reject modifications to a given user under certain conditions.

Research direction
Start at the \OC\User entry point and inspect how the existing changeUser event is dispatched after a user change. Determine where a preChangeUser event would need to run so modifications can be rejected, then verify the behavior for accepted and rejected changes with the relevant existing user-event tests.
