User settings page - Autotext/Custom dictionaries section glitch

Description
Autotext and Custom dictionaries section seems out of place or something with an displayed string that seems that it should be hidden. Also, Document signing section is displayed twice.
It's in user settings page, admin settings page was also glitched in a comparable manner, but that looks fixed since 33.0.5 / 10.1.3.
