Description
Describe the bug
If you set wopi and public_wopi via OCC on cli, the new Collabora server will not open documents.
Instead: if you save the new host via web gui (/settings/admin/richdocuments), collabora works fine.

Research direction
Start with the occ richdocuments:activate-config command and compare its behavior with the admin route at /settings/admin/richdocuments. Review the related pull request #1137 and issues #1007 and #1181, then verify that CLI-configured WOPI hosts allow Collabora to open documents without saving the host again in the web GUI.
