Start with the reported trace in lib/private/Files/AppData/AppData.php, lib/private/Preview/Storage/Root.php, and lib/private/Preview/Generator.php, then compare the related nextcloud/photos issue 1498. Reproduce the preview request for item 636520 and determine why the preview folder cannot be created. Done means the reported NotPermittedException is explained and preview generation works without the folder-creation error.
