Add option to carry out polls based on "Systemic Consensus"

Description
Some larger societal groups (e.g. ecogood.org) use the voting method of "Systemisches Konsensieren" (I dont know the English term) to make decisions in large groups. Further (German) info, see: https://www.sk-prinzip.eu/methode/
The method allows participants to create their own options to vote for, and asks them to indicate their "resistance" against each option.
Since its a pretty effective way to vote on highly polarized topics, I would love to see it in Nextcloud :)
