Which Nextcloud Version are you currently using: (see administration page) 32.0.6

Is your feature request related to a problem? Please describe.
Since the "Number of login attempts before the user account will be disabled until manual action is taken" setting also applies to admin accounts, we can end up in a situation where the only possible way to reactivate accounts is through occ or database.

Describe the solution you'd like
It would be nice to allow excluding admins from this settings (maybe by default) ? A simple checkbox should do it.
