Tags list is limited to 7 first

Steps to reproduce

1. Build a list of more than 7 tags
2. Using the "add Bookmark" url or tags browsing, click on the drop-down for tags selection

Expected behaviour

I would like to have the full list of tags, with a scrollbar if needed, like for the folders

Actual behaviour

Only the first seven tags are shown

Start by reproducing the tag dropdown with more than seven tags using the add Bookmark URL or tag browsing in a browser. Compare its behavior with the folder selector shown in the report; done means the full tag list is available with a scrollbar, matching the expected behavior.
