Description
If I create a new note with the rich text editor enabled:
If it switch to horizontal mode (rotate smartphone) and back to vertical the bar is there:

Research direction
Start by reproducing issue 1836 on an Android device with the rich text editor enabled: create a note in portrait orientation and check the missing top bar. Rotate to horizontal and back to confirm that the bar then appears. Done means the top bar is visible when the editor opens in portrait mode and remains correct across orientation changes.
