Description
The image exif values contain the local time.
It would be good, to have a reliable way to get the UTC time, in order to show the time for tracks and Photos in a consistent way.

Research direction
Start by tracing Photo.dateTaken and the EXIF time handling in the JavaScript application. Check how tracks and photos currently consume that value and whether existing tests cover timezone conversion. Done means providing a reliable UTC representation that allows both displays to use a consistent time.
