Description

Is your feature request related to a problem? Please describe.

By default any folder created by a user has "Edit name" and "Delete mailbox" options. However folders with subfolders doesn't have these features, which leads to confusion and bug reports from users

Describe the solution you'd like

It would be nice to keep "Edit name" and "Delete mailbox" options for folders with subfolders. Other apps that support folder nesting don't have these limitations

Describe alternatives you've considered

Research direction

Start by reproducing the issue in the mail app with a user-created folder that contains a subfolder, then trace where the folder action menu is assembled. The work is done when nested folders expose working "Edit name" and "Delete mailbox" options without breaking their subfolders; no file or test location is named in the issue.
