Description

Steps to reproduce
  1. Open a composer modal (click on "new message", message in outbox or on "reply" in a received mail)
  2. The scrollbar is there, even if the place of message body is not filled out.
Expected behavior

No scrollbar is there until the volume of message body will be large enough.

Actual behavior

See the scrollbar: (desktop + mobile devices)
