Description

Is your feature request related to a problem? Please describe.

Gravatar can slow down the user experience as images are fetched from external services, furthermore it can also be very privacy unfriendly due to how it works as users can be potentially tracked across multiple websites via their gravatar. In fact, Gravatar is NOT GDPR compliant.

Describe the solution you'd like

Disable Gravatar across the whole Nextcloud instance from the admin panel and prevent users from enabling it.

No files, tests, or entry points are named in the issue. Search the repository for Gravatar and the admin or user preference settings; done means an administrator can disable Gravatar for the whole instance and users cannot enable it afterward.
