Description
Expected behavior
I open my draft and it contains my Plain Text body content including any URLs in full
Actual behavior
URLs containing # get cut off.
After saving with MailTransmission::saveDraft() the message body is correctly displayed on my mail providers' server as a draft with the correct message body.
During reopening the draft with the URL, an inconsistent state is observable - where my external mail client has the correct content, but the mail app is displaying the URL already cut off. On the next draft save, the message body gets overridden on the external mail server.
