Description

Expected behavior

There shouldn't be the mail-widget in the dashboard for those, for which mail-app isn't activated.

Actual behavior

Not only is the mail widget choosable by the user, it's also activated by default. And it's endlessly loading, since there isn't any mail, nor an account or access to the app.

Mail app

Mail app version: 1.5.0
NC 20

Research direction

Start by reproducing the issue on Nextcloud 20 with Mail 1.5.0 disabled, then trace how the mail widget is registered and activated on the dashboard. Done means the widget is neither selectable nor enabled by default when the Mail app is inactive, and it does not endlessly load without an account.
