As a Nextcloud user, I want to be able to send an email to another user of the same instance and use sensitivity labels to prevent forwarding of an email.
Describe the solution you'd like
- Allow attaching sensitivity labels when sending an email
- Enforce rights on the receiving side

Additional context
The server has to limit allowed IPs/clients so Mail is the exclusive client of the server. Sieve must not interfere with rules.
