Description
Is your feature request related to a problem? Please describe.
Currently internal addresses are a per-user setting. When Nextcloud Mail is deployed in a work environment, every user has to enable and define the work domain individually.
Describe the solution you'd like
It would be nice, if internal addresses could be force-enabled by administration and also set administration-provided internal addresses/domains.

Research direction
The issue names no files, tests, or entry points. Start by tracing the existing per-user internal-address setting in Nextcloud Mail and its administration settings, then define how administrators provide domains and force-enable the setting; done means the work domain is centrally configured and users no longer need to set it individually.
