Research direction
Start by reproducing the issue in the Mail app on a tablet with a 10'' screen, focusing on the message text input when the onscreen keyboard appears. Trace the input and surrounding layout behavior; it is done when written text remains visible and the field can be scrolled while the keyboard is open.
