Research direction
Reproduce the issue with Nextcloud iOS 5.5.2.2 or 5.5.3.13 on iOS 17.4–17.6.1 by marking a folder offline, enabling Flight Mode, and opening it through the Files app; compare this with opening it in the Nextcloud app. Done means other apps can list and open downloaded offline folders without the offline error message.
