internal sharing no longer works when external sharing is disabled

Steps to reproduce

1. Nextcloud Server Admin: Sharing: turn off „Allow users to share via link and emails"
2. (Re-)start Nextcloud app on iPad

Expected behaviour

Sharing with local users and groups should be possible, icons should be visible, server Capabilities should be displayed correctly.

Actual behaviour

There is no sharing icon in the files list, Settings → Advanced → Capabilities: all capabilities are turned off.

Sharing works correctly when using the web interface or the macOS client. Sharing used to work with previous versions (not sure whether updating the server from 27.0.1 to 27.0.2 or updating the iPad app broke it.

Start by reproducing the issue in the Nextcloud iOS app with external link and email sharing disabled on the server. Trace the iPad files-list sharing visibility and Settings → Advanced → Capabilities handling, comparing them with a configuration where external sharing is enabled. Done means local-user and group sharing remains available and capabilities are displayed correctly.
