Unable to give photos access until I enter Auto Upload and enable it there

Steps to reproduce

1. New app install and connected to a server
2. Download photos to local photos
3. Get error saying access to photos not granted
4. ios settings shows no option to enable access to photos
5. in NC app have to open More -> auto upload and then we get a prompt to allow access to photos

Expected behaviour

Should request permissions for photos access on first opening of app and not hide it away in auto upload section as it breaks photo download

Actual behaviour

Get an error when downloading photos as I was never prompted to allow photos access. ios settings shows no option to allow photos access as well

Start by reproducing the download flow described for a new installation, then compare it with the permission prompt reached through More → Auto Upload. The issue is done when photo access is requested during the first relevant use and the permission option appears in iOS Settings without enabling Auto Upload.
