Description
Expected behaviour
.txt files and the likes should be able to be viewed, scrolled, resized (as docx, pages, pdf files) before or without the edition and virtual keyboard appearing. The top bar should at some point desappear (as with docx, pages, pdf files).
Actual behaviour
When a .txt file is selected or scrolled (touch into file), it is immediately editable, which means the virtual keyboard is prompted, taking large part of the screen. Moreover, the file is not resizable and the top bar does not disappear.
Steps to reproduce
Select a .txt file and touch in it
Reasoning or why should it be changed/implemented?
Reason is accessibility and comfort : screen is reduced with the keyboard prompt, and no resize being possible + top bar make it worst.

Research direction
Start by reproducing the issue on iOS 12.4 with a .txt file, then compare its interaction with the existing docx, Pages, and PDF viewing behavior. Done means plain-text files can be viewed, scrolled, and resized without immediately opening editing or the virtual keyboard, while the top bar can disappear as described.
