Description

Steps to reproduce
  1. Go to a chat
  2. type /gif
  3. try to select a gif
Expected behaviour

You should see gifs

Actual behaviour

There's just a crying emoji. This worked fine before and now it doesn't. When I go to 'connected accounts', it says the gif search provider is 'Disabled by your administrator' but I am the administrator.

Start by inspecting the integration_giphy app's /gif chat command and the connected accounts provider state, then reproduce the issue with the reported Nextcloud 31.0.2 configuration. Done means GIF search works for an administrator and the provider is no longer incorrectly reported as disabled.
