Description
If the nextcloud instance has collabora (maybe also onlyoffice) activated, but not whitelisted for guests, a guest account is still trying to open office files with the office suite, but is receiving an error.
Instead of this download should be offered directly like no office would be available.

Research direction
No file, entry point, or test is named. Reproduce the guest experience with Collabora or OnlyOffice enabled but not whitelisted, then trace how office files are opened and how downloads are offered. Done means guests are offered a download directly instead of an unavailable office-suite action.
