Form templates

I run a few regular events, each of which has a pre-questionnaire and a follow-up feedback form. These are piling up in my forms app.

Describe the solution you'd like
I'd like to set up set of template forms and when creating a new one, just select a template and customize it as needed instead of hunting in my list for the right blank form to copy. I'd also like to separate these into folders by related event, and possibly even sub-folders (would be great here to filter folders by time period instead.)

Describe alternatives you've considered
In lieu of templates I've been text from one form to another (or most recently, copying a blank form since that feature's been introduced.)
Instead of using folders, I could create different users for different events, but I'd rather do this all as my normal user.

The issue names no files, tests, or entry points to start from. First map the existing form-copy and form-list behavior, then clarify whether templates, folders, subfolders, and time filtering are all required; completion criteria are not defined in the request.
