A clear and concise description of what you want to happen.
If I create a file in a certain folder, I would like a notification to be sent to a specific user. This would be helpful if the notification could be through email.

For the notification, even if it was in the action bar at the top would be a good start.

Example: We use Nextcloud to keep track of bills. Our accountant has access to Nextcloud and to a specific "Accounts Payable" folder. The accounts are divided by subfolders and then those are divided by years. When I place a bill to be paid in the (example: amazon/2025) folder, an email gets sent (maybe customizable) saying "You have a new file shared with you in the amazon/2025 folder."

The issue names no files, tests, or entry points. Start by reviewing the flow_notifications repository and its existing notification behavior, then determine how a file created in a selected folder could notify a specific user by email or in the action bar; done means the folder and recipient can be configured and the notification is delivered as requested.
