Is your feature request related to a problem? Please describe.
It is not related to a problem, but this is what I want to have since the beginning, Let's say the admins want to introduce something new features to the users, I know the admin can use the announcement app but that, maybe no one can see it or might not bother to click on the notification bar to check out my animation or short video.

Describe the solution you'd like
What I am thinking is that, a nextcloud short animation-like thing when all users login into their nextcloud account.

Describe alternatives you've considered
Allowing admins to show that kind of animation by specifying such options inside admin settings.

Research direction

Start by locating the firstrunwizard UI shown during user login and the admin settings entry point. Clarify how administrators would provide an animation or video and when it should appear to users. Done means the agreed configuration and display behavior work for admins and users, with the relevant interaction covered by tests.
