Description
Cypress/PlayWright just use latest, so if we bump the used PHP version because master dropped one, it also affects older stable branches and will eventually lead to complete failures, because the used PHP version is not supported on those.

Research direction
Start by locating the shallow-server image definitions and the Cypress/Playwright references that currently use the latest tag. Check how PHP versions are selected across stable branches. Done means the images use PHP-version-specific tags so older branches do not receive an unsupported version.
