[Bug]: "Choose what to sync" menu item without function/disappears

### Bug description

Running current Nextcloud-3.14.0-rc1-x86_64.AppImage on Debian/Bookworm the "Choose what to sync" menu item has no function and randomly disappears. Stopping and Starting the client does not fix it, sometimes the menu item is not there even on first start.

Even when the menu is there, choosing it does not open a window.

### Steps to reproduce

* Open Nextcloud Desktop
* Open Setting
* Press "Three dot menu"

### Expected behavior

Be able to change "What to sync" settings.

Start by reproducing the issue in the Linux AppImage through Desktop Settings and the three-dot menu, then trace the menu action and its window-opening path; done means the item remains available and opens the controls for changing what to sync.
