Edit "ignored files"

We have two different types for ignored files
- a global one, found within "general" tab
- a per sync folder one, found in three dot menu

Global one should have a text above pattern, like:
This is global exclude list. It will be valid for all accounts and all sync folders.

Sync folder one should then have:
This is specific exclude list for folder "xyz". Global settings (found here [link]) are also applied.
