### Bug description

The 2FA login notification doesn't always show, even when other notifications do, and the client is done syncing. Even clicking the `sync now` button and waiting for a sync doesn't help - only restarting the client. Or using the mobile client.

It's possible this is caused by do-not-disturb somehow hiding the message, I'm not sure - but it shouldn't hide such an important message, regardless. I have 2 debug archives over the last month or so...

### Steps to reproduce

1. Hard to reproduce, but
2. open your laptop
3. see you got (again) logged out from Nextcloud (sigh, reported)
4. log in
5. as for notification as 2FA
6. look in client - nothing. Have to grab mobile phone and go to notifications there to approve the login.

See the approve on the 2FA notification
