Cards move when trying to scroll in a list on mobile

Describe the bug
When I scroll down a list with my finger, the cards will often move within the list instead of the list scrolling

To Reproduce
Steps to reproduce the behavior:

1. Go to a list with more than a screen full of entries
2. Place a finger on the list to scroll.
3. Card moves but scroll does nothing. If you are really quick then the screen will scroll.

Expected behavior
There should be a time delay between touching the list and selecting a card. I can avoid this problem by using a bluetooth mouse with a scroll wheel.

Login as admin user into your Nextcloud and access
http://example.com/index.php/settings/integrity/failed

Start by reproducing the issue in a long Deck list using Firefox on Android, as reported on a Samsung Tab S7, and inspect the card and list touch interactions. Done means a finger gesture scrolls the list reliably without moving a card, while card selection still works.
