Annoying error message when trying to add an attachment while the quota is full

Describe the bug
If the storage quota is fully used up, you can no longer add this attachment (which is normal); however, the error message displayed is very confusing and incomprehensible to the end user. This is what appears:
For a better user experience, we need a message that everyone can understand, including non-technical users, for example:
Internal server error: Please contact the server administrator if this error reappears multiple times, please
include the request ID "XXXXXXXXXXXXXXXXXXXX" below in your report.
Unable to upload the file because your user storage quota has been fully used up.
Note that this can happen in two cases:
- the user's normal quota has been fully used up
- guest user (quota = 0)
Also, if I recall correctly, I think we have the same issue with attachments in Talk.
To Reproduce
Steps to reproduce the behaviour:
- Make sure your storage quota is full
- Try to add an attachment file to a Deck card (uploaded from your device)
- See the error message
Expected behaviour
The error message should be understandable for human beings (and talk about user's quota)

Start by reproducing the Deck card attachment upload with a full user quota, then inspect the browser and server error path for the message shown to users. Check whether the same attachment flow is shared with Talk. Done means normal and guest users receive an understandable quota-related error instead of the current confusing message.
