Steps to reproduce
- Create a group with read access to a folder "/Projects/"
- Assign a user to that group.
- Create a sub-folder "/Projects/Desks"
- Assign that user advanced permissions to Projects to read, write and delete
- The user will only have Read access to Projects or Projects/Desks
Expected behaviour
I expect inherited permissions to be applied at the more explicit user level before their group permissions are used.
Actual behaviour

Research direction
The issue names no source file or test. Reproduce the group and user permission setup, then use the Nextcloud admin page and the provided occ app:list and occ config:list commands to record the environment; done means explicit user permissions are applied before group permissions for the described folders.
