Description
Feature request
We are currently using NC 30 and 31 (stageing environment)
The Circles/Teams app is a valuable addition to Nextcloud's functionalities. However, some of the options are not useful everywhere.
In practice, it is not advantageous for us if Circles/Teams are visible to all users or if you can request to be added to a circle. The internal quick guide for Nextcloud installation already advises against this.
Unfortunately, instructions are not read and users interpret these two options in their own way, which leads to support requests because other users believe they are members of the Circles/Teams, others consider it a data protection violation that they can see these Circles/Teams.
An option to deactivate at least the “Visible to all” option would be desirable.

No file, test, or entry point is named in the issue. Start by tracing the Circles/Teams settings for “Visible to all” and membership requests, then define the administrator-controlled behavior and verify both options can be disabled without exposing them to users.
