Steps to reproduce
  1. Mark the team as public in Team settings.
  2. As logged in user try sharing a file with a Team which the user doesn't belong to.
  3. No team is displayed and it's not possible to share with the Team.

However the user can share with Teams that he's a member of.

Expected behaviour

It should be possible to share files with other teams of the same organisation if the Team settings are set to public. If there's no need to hide the team, there's no need to prohibit sharing.

Actual behaviour

The team is shown in the team overview / contacts app; but it can't be shared to.

Research direction

Reproduce the issue in the Circles app by making a team public, then trying to share a file with it from a user who is not a member. Compare the team overview or contacts app with the sharing interface. Done means public teams from the same organisation are available as sharing targets without membership.
