Description

When users add emails addresses as members of a circle and these emails are configured to local users, app circles get lost.

As a general solution is more appropriate that administrator can allow or deny the addition of contacts or email addresses as members.

Research direction

No files or tests are named. Start by tracing how circles add email addresses and contacts as members, then inspect the administrator configuration entry point. Done means administrators can allow or deny these member types and circles do not get lost when an email maps to a local user.
