Redundant index circles_member_cisi which is already covered by circles_member_cisiuiutil.

Start by inspecting lib/Migration/Version0022Date20220526113601.php at lines 251–255 and compare the definitions of circles_member_cisi and circles_member_cisiuiutil. Done means the redundant index is no longer created while the covering index remains valid in the database schema.
