cant delete circles, cant delete members of the circle, members cant see the folders i gave them via circles

running nc24.02
i cant delete circles, they just come back after refresh, also user, same thing
members cant see the folders, i need to upgrade them to moderator, then they can see it.
any idea whats wrong?
