Its not related to an exisiting problem. Fully just an enhancement idea.

Describe the solution you'd like
Since the bot gives the messages a thumbs up, it would be great to have a voting feature that can be enabled optionally. This would mean that the message with the most thumbs up would be at the top of the agenda list. This should be optional because, as a moderator, you may want to force some agenda points to the top in some rooms. An alternative would be to have an emoji for 'top priority'.

The issue names no files, tests, or entry points. Start by locating the agenda generation and message reaction handling, then define how optional vote-based ordering interacts with moderator-prioritized items; done means the behavior is implemented with coverage for both enabled and disabled voting.
