Description
Is your feature request related to a problem? Please describe.
When you reach your calender limit you just a generic "Failed to create calendar".
Only in the network request you actually see the sabre exception "Calendar limit reached". Why is not that passed to the UI?
I then needed to find https://github.com/nextcloud/server/issues/44116#issuecomment-1987964517 in order to find out how to actually set this, which is only possible with an OCC CLI command (really? Why not in the admin GUI settings at least?)
Describe the solution you'd like
- properly return what is the actual error in the GUI
- a way to configure this setting in the GUI
Describe alternatives you've considered

Research direction
No files or tests are named. Start by tracing the calendar-creation network request and its generic GUI error, then locate the OCC command that currently configures the calendar limit. Done means the GUI exposes the actual limit error and provides a GUI path for configuring the setting.
