Description

Steps to reproduce

Unable to set Date/Time format independent of my locale. There is no option to set it, surely this must be a bug in a calendar app.

I can't imagine anyone developing a calendar software and not exposing the options to give the desired format. IF this was intentional, can any justifiable reason be given for such a glaringly obvious oversight?

Expected behavior

I should be able to set my Date format to whatever format I choose.

I should be able to set my Time format to AM/PM or 24 Hours as I desire.

Actual behavior

I can only change my locale which then changes my date/time format to undesired combinations.

Research direction

No files, tests, or entry points are named in the issue. Start by locating the Calendar app's locale-dependent date and time formatting code and review the single existing comment for context. Done means users can choose date and 12-hour or 24-hour time formats independently of their locale, with the behavior covered by appropriate tests.
