Event time is displayed incorrectly when the event is scheduled in different time zones.

Steps to reproduce

1 A colleague from Kaliningrad (the calendar settings indicate Kaliningrad as the time zone) creates an event in the calendar according to his time zone: start 11-00, end 12-30
2 A colleague from Sevastopol (the calendar settings indicate Europe\Moscow as the time zone) receives an email with a notification that he has been assigned an event according to Kaliningrad time.
At the same time, if you open the calendar, the time of the event will be displayed correctly according to my time zone (Moscow)

1 Коллега из Калининграда(в настройках календаря часовой пояс указан Калининград) создает событие в календаре по своему часовому поясу: начало 11-00, окончание 12-30
2 Коллега из Севастополя(в настройках календаря часовой пояс указан Европа\Москва) получает письмо на почту с уведомлением, о том что ему назначили событие по Калиниградскому времени.
При этом, если открыть календарь, то время события будет отображаться корректно согласно моего часового пояса(по Москве)

Expected behavior

It was expected that the letter would indicate the time according to my time zone (Moscow).

Ожидалось, что в письме будет указано время по моему часовому поясу(по Москве).

Actual behavior

Why it is not convenient:
Because our company has many time zones, it is easy to not pay attention to the time zone addition. It is also not convenient because many do not know how many hours need to be added or subtracted to quickly understand (when reading this letter) when I am preparing for an event.

Почему это не удобно:
Потому что у нашей компании много часовых поясов, можно элементарно не обратить внимание на приписку часового пояса. Так же это не удобно, потому что многие не знают сколько часов нужно прибавлять или отнимать, чтобы понять быстро(при прочтении данного письма) на когда мне готовится к событию.

Start by reproducing the issue with calendars set to Kaliningrad and Europe/Moscow, then compare the event time shown in the calendar with the assigned-event email. Trace how the recipient's time zone is selected for email rendering. Done means the email shows the event time in the recipient's configured time zone, while the calendar display remains correct.
