DELETE FROM oc_bruteforce_attempts WHERE ip = 'x.x.x.x';

No source files or tests are named. Start by locating the admin settings page and the code handling oc_bruteforce_attempts, then trace how an IP address is blocked. Done means an administrator can unblock an IP from the settings page without running a direct SQL DELETE.
