Allow usage of external folder for backup that isn't allocated to any user

Description
Currently you can only use external storage when this assigned to a specific user or all users. I would prefer not allowing any users to see the contents at all and for UX reasons neither the admin.
I wanted to open this on the external storage project but can't seem to find a repo for this. Is this part of nextcloud server?
