Missing permissions for all files

### Steps to reproduce

Permissions for all files in App: check
Permissions for all media files: always
1. Push button upload a file
2. Try to navigate to folder Downloads or any other non camera folder

### Expected behaviour

Navigate though the files in phone.
When selecting "upload from other apps" I can browse the files with the phones file explorer

### Actual behaviour

When selecting another folder the loading circle starts spinning and stays so.

### Additional information

Loading files from the send to and the upload with other app works fine.

No source file or test is named. Start by reproducing the upload flow on Android 16 with the reported permissions, then navigate from the upload screen to Downloads or another non-camera folder. Done means folders load and files can be browsed and selected, matching the file explorer behavior described.
