Playback Speed for voice messages not work (v24.0.1)

### Steps to reproduce

Until now, it was possible to adjust the playback speed of voice messages. However, this feature is no longer working in the latest app version (v24.0.1). The same issue applies to reviewing one's own voice messages.

Please check and fix.
